WASHINGTON, D.C. - Family Research Council (FRC) expressed disappointment over the Senate's failed vote on the motion to proceed to the Pain-Capable Unborn Child Protection Act (S. 1922) today. This procedural motion received a majority (51 to 46) but fell short of the 60 votes required in the Senate to end debate and proceed to a final vote. This Pain Capable bill, sponsored by Sen.
